After a riot broke out after a football game, police in Eugene (Oregon's second largest city), the SWAT team was dispatched with teargas.  There has yet to be any showing that this riot was violent, or that police tried to negotiate with protestors/rioters.  This is how police in Eugene respond to nearly everything, except crime.
